CAN'T OPEN NEW DOCUMENT

Since updating Illustrator to the latest version, I can no longer open a new document.

Did you already reboot the computer and reset the preferences? 

The latter will erase your settings.

Yes, I did, but still the same issue I tried many ways to open new documents without any response from the program. The only way is to open an old document and then edit it.
