Can’t resize text or shape (bounding box on)

Hi!
I need help!!! I can't resize anything on illustrator with the anchor points even though 'bounding box' is turned on?? I have tried everything but can't find any solution that isn't about turning bounding box on?

It is rather hard to understand your issue. I think it may be helpful if you were providing some more clarifications and, ideally, some screenshots that may better explain the emergency.
