Can't run, suggests plugin problem

I've tried a thorough cleanup and reinstall using the AdobeCreativeCloudCleanerTool, but it still does the same thing:

I don't think it's the installation, I updated to 28.1 fine. I think it is 28.0 that has the problem.

I don't think it's the installation, I updated to 28.1 fine. I think it is 28.0 that has the problem.
