Can you save Panel Locations and Menu Customization in Illustrator workspaces like in InDesign?

It seems Illustrator won't display your workspace until you start a file. But if you have a file open, you won't have the same preference settings for every file. Any solutions? Why isn't this consistent with InDesign workspace saving?

You can enter the workspace by clicking on the Ai logo in the top right of your Homescreen.

For everything else: exactly what do you want to customize? Workspaces basically work the same as in InDesign.

Excellent! Yes, that works with the Ai logo at the top. Gets me in to make changes w/o a document open. There are things I like to change such as default font, optical instead of metrics, deleting all the colors I don't need in swatches, adding a color swatch since the Pantone list is now gone, etc. Thank you!

Well actually, I take that back. Although my tool panels show up, they all are mostly greyed out. So I still can't set things up as I want like in InDesign. Having rulers on by default, for another example. This is a more recent change as I used to be able to save all this within my workspace just like InDesign. Now, with everything greyed out, the only way to make changes is to start a new document. But then the changes aren't default for every document; just the new one I created. Then if I quit Illustrator and come back, preferences are still right, but menu and panel customization is back to Adobe's defaults.
