Cannot click fill or stroke in the properties tab in illustrator cc.

Question

I cannot click on the fill or stroke options in the properties tab, and when I go to use the brush tool it will not allow me to change the stroke.

Is there some way in which the appearance gets locked? How can I change this?

The version of Illustrator and the Operating System.
Is it happening with a specific file? Please check on a new document to see if you can select both options.
Would you mind sharing some screenshots of what exactly is happening?
