Cannot switch between tools in Illustrator or Photoshop.

Question

Hello. After using illustrator or photoshop for a few minutes, I loose the ability to switch between tools with the mouse. I can use the keyboard shortcut, but if I'm typing, then I can't hit a letter to get to a tool again. I have to shut Illustrator down, and restart. I just updated all the apps to the latest. Reset all preferences. Any suggestions would help.  I'm on a Mac, running Sonoma 14.1.

This might be related to all the other complaints about Sonoma. For some people updating to 14.1.1 helped. I think there might also be a thread about exactly this issue happening.
