Cant seem to use any of the tools

Help please,

Just recently installed adobe,

No previous artwork nor any referances to install or import 

Caant attach a screenshot for some reason either.

Anyway, 

Any of the tools excluding typing on the ayer does not work,

Cant create shapes 

can use the curvature tool though, But any thing else has a small circle with a line through it.

Is there something I'm doing wrong
