CC Libraries Not Working

I uninstalled and reinstalled Illustrator twice. I also reinstalled the libraries according to this help guide. https://helpx.adobe.com/creative-cloud/kb/libraries-panel-not-working.html

And the libraries aren't working in app (Photoshop, Illustrator)
