Changing PNG color

I have a PNG file that is an urban skyline at night.  The sky and most of the photo is pretty black.  I'd like to, in a sense, dye the photo more blue.  Any idea on how to do this?  Think of brightening the PNG but specifically by adding blue.

Why do it in Illustator? Haven’t you got Photoshop?

Photoshop is really the best tool for editing pixel images.

Or if you don’t have any Adobe  products, If you are on a MAc....Apple Preview may do the trick. Tools> Adjust color

Open the PNG with Illustrator or Place and embed the image. Go to menu Edit > Edit Colors > Adjust Color Balance. Activate Preview, adjust sliders until you get what you want.
