Clipping mask not working in Illustrator

for some reason my clipping mask isn’t working. I’m making sure my texture is sandwiched between two layers of the same motif and that the top layer is in the very front. I’m selecting all the layers and clicking command 7

Try this. Place image then draw a circle.

Also you can use Mask button on control bar after placing image is that working for you?

That does sound troubling. To dig in further, and to build on what Kurt asked for, could you share your Illustrator version, a sample file, and a short screen recording of the issue?
