Cloud Reviews not sending notifications to all

I have just realised that I am the only one who gets notifications of comments on a review (sent from Illustrator).

 

Is this normal, I would have expected everyone to get them, or do they all have to be added by email, I think the link has been shared so presumably they cannot?

Only reviewers invited by the owner receive notifications. If the link is public (accessible to anyone), only the owner receives notifications.
