Colour Picker from outside windows

Using illustrator 28.0 on a windows 11 machine. Every time I try to pick a colour (using the colour picker) outside the illustrator window it picks black. I have tried holding shift. I have tried using GPU and CPU. It works fine in photoshop. Any ideas on this?

How are you doing it? Pressing shift, click inside the document and then hold and move outside?

yes exactly as you say. I have tried with and without shift

I'm having no issues with that. But I'm on a Mac.
