The Command + Shift + N keyboard is not working in the Save As Menu. All of the other keyboard shotcuts work not but that one still does not. As someone that saves a lot fo files to a lot of different palces this is a huge loss at the moment.

Did you customize your keyboard shortcuts?

Shift Cmd N is New from Template...

Shift Cmd S should give you Save As...

This is in the save as command. When you have the save as wondow already up, you should be able to type that keyboard command and have a New Folder window pop up within that Save As window. Works in 19, doesn't work in 20. Same problem thing happened with Copy, Paste and a few other functions in the Save As Window but those have all been fixed. This has remained unaddressed.

I see, in CC 2019  in the Save as dialog the shortcut asks for a New Folder, same as clicking the New Folder button.

That button still works, but the shortcut doesn't.
