Do you want this applied to a group? A path, text object?

Do you want this as a graphic style? Or will that also be the cut path?

the way ive found is the easiest:

in the appearance panel, choose add new and make it the color you want the outline to be. place it below the contents, or the color of the original object (depending on what you are making the outline on), and with the new color fill selected choose fx>path>offset path and choose exactly how it will look. below is a recording of me doing it.

As I (mis)understand it, Object>Offset Path, Objeto>Desplazamiento.
