Confusion Over Reflect

To get the reflection of the red color image Transform Effect is used. 

 

I assume X & Y coordinate is as such shown in the image. If so, mirror should be on the Y axis but Reflect X gives the correct result. What is the reason for that?

Contrary to the reflect tool, the effect doesn't specify the axis in the dialog box, but the direction.
