Converting gray scale to black dots on white background.

The US patent office rejects drawings or images that employ gray scale as a fill. There is an ongoing need among multiple users to convert gray scale images (often photos) to drawings where the fill comprises only black dots (of varying size or concentration) on a white background. Is there a conversion process in Illustrator for doing this?
