Copy and paste layer into another layer in selected location? “Not the TOP”

I am “kinda” new to illustrator and I must say "Sorry community" it has the most god-awful layer/selection tools on the face of the planet. I use 3D applications and they are 100 times better for spline selection. Why you can't just drag a layer from another document and you must only use " paste remembered layers" is beyond me.🤷‍♂ So………… I hope you guys have an answer for this because I can't figure it out. 🙏 When you have a layer with an S ton of “ish” in it like rendered cad files for technical illustrations. So here comes my question for the love of all that is vector. How can I copy another layer  “paste in place” it onto a different one and not have to painfully drag it from the top to a selected area in a new one. So I am looking for a “Copy from another layer” then quickly scroll to the areas I want it pasted in and when I hit paste it puts that turd there.

Select the object(s) on the target layer and choose Paste in Front or Back.

Paste Remembers Layers must be turned off.

Only worked in a simple test not one with a lot of layers from a rendered file.
