Copy and Paste objects in a different layer doesn't work in Illustrator

It's been some days already that when I try to copy an object and paste it in a different layer in Illustrator it doesn't work. The result is that it pastes it in the same layer as the original object and when I block that layer and try to paste it in other layer it shows an error message saying that I'm trying to paste an object in a layer that is blocked. It is very anoying since I want to make a clip mask while keeping the outlines in a different layer or when I want to cut some objects and paste them in one layer to create a group the program pastes them in the original layers and don't let me do the action that I want.

I already uninstalled Adobe Illustrator and reinstall it and the problem keeps going.

Try unchecking "Paste Remembers Layers" in the Layer panel menu.
