Create a grid of evenly spaced 2" circles

How can I create a grid of 2" circles that are equidistant from each other.  I need to create this to use as a template for drilling holes in a sheet of wood that will hold round spice jars.  The total dimension of the template is 21.65 (W) x 16.25 (H).  I tried doing this by hand on graph paper, but it's impossible to align the circles perfectly and I keep making mistakes, ugh.  Would gladly pay to have it created if I knew someone skilled in Illustrator or a more appropriate tool.  Should look like this format.
