Creating a template for a client, what format to save as?

I have a client who I'm creating a template for.  They would like to be able to edit the text and photos themselves.  What format would be best to make the document, assuming they don't have access to paid Adobe products?

Hardly any,  if a file is exported is rasterize, saved, you can save as ai, pdf or svg

Any application that could open an .ai file could do (Corel Draw?). Free apps, I do not know them, sorry.

Create a file save as .SVG and try to use an SVG editor, Inkscape, Vector Paint, ... (do a Google search) see if it works.

My experience is only with Adobe apps, thus, do a Google search for free apps, or ask the customer what they have and know how to use, then save as .AI, or .SVG, as there can be some free apps that are compatible, can open such a format.
