Hey! thanks for trying to help.
What do you mean by target the layer? as it can be seen in the video i marked the layer with the blue circle sign and just then apply the effect, what do i mean by target?
You need to click on the layer's target symbol (the circle). Then apply the effect. Highlighting the layer is not sufficient.
