Creating layers in symbols

Is it possible to create layers and sublayers in symbols? Or are those options meant to be greyed out?

It acts a bit strange. At first I can click only on the Create Sublayer, but when done, the Create Layer becomes visible and I can create layers and sublayers in them.

I assume that is in CC 2026, right? In CS4, both are greyed out in symbol. In fact, as an example, making a symbol out of an item that contains objects in multiple sublayers on the artboard removes the sublayers in the symbol, once it is created.
