Cursor stuck on the Hand tool -CC/Illustrator on Big Sur 11.1 Mac Mini Apple M1 Chip....

same problem here with M1 mac mini with system 26.3.1 and, it is the same problem with photoshop.

Sorry about the trouble this issue has caused. As mentioned above, Illustrator on M1 devices doesn't work natively, but it runs using Apple's Rosetta 2 technology which may cause few performance issues. We have recently released an update for Illustrator 2021 (v 25.1) which contains some stability fixes. If you are not already on v25.1, then we recommend you to update to latest version and let us know if the fixes the issue with hand tool or not.
