Curvature tool selects other objects rather than placing a point

When placing anchor points with the curvature tool, if I click too close to an existing path, that path will be selected instead of a point being made.

Similarly, it's impossible to start a new curvature tool path near the edge of another path because that object will just be selected or start to be edited when you click too close to it.

Basically, the curvature tool is acting as a selection tool as well. The pen tool, thankfully, does not do any of this.

Are these behaviors intended and is there a way to avoid them?

(If it is intended, why would anyone want this? It makes drawing lots of close or overlapping curves effectively impossible.)

I'm using the latest CC 2018 in Windows 10.
