You can try to create a new document with the swatches you want.

Save it as an Illustrator Template in a place you have access to and open the template the next time you want your swatches. It will open as an Untitled document.

Well, you wish to change the swatches in a default swatches panel, that are stored in a Defaults folder you have restricted access. request permission to be able to add the modified file as suggested here from your IT or administrator.

Else save an empty file (anywhere) with modified swatches, and open it to start working, change or add artboards if needed. (It's equivalent to using the swatches panel command: Save Library as Ai)

Of course when nothing is open you still will see the default swatches.

CHange the swatches in the New Document profile you want to use.

This is for CS3, but I hope you get the idea: https://helpx.adobe.com/illustrator/kb/create-custom-new-document-profile.html

That's the Swatches panel in English.

You modify it with the buttons at the bottom of the panel ('Delete' ' Add New Swatch' etc.).

If you want your modified swatches panel in new documents you create, open a blank document using the profile that best suits your needs (Art & Illustration, Film & Video etc.), delete/add swatches as you want, then save the file to your Document Profiles folder (Users\Username\AppData\Roaming\Adobe\Adobe Illustrator 24 Settings\en_GB\x64\New Document Profiles). It will then be available in the New Document window.

Do you mean swatches, or the colour guide, or something else?

Can you post a screenshot of the panel you're talking about?
