Default Fill & Stroke, and Shapes being weird after 28.3 update

Something happened to my Rectangle Tool and all other shape tools after I updated to Illustrator 28.3. When ever I create a shape (rectangle, rounded rectangle, ellipse) there are new transformation arrows that I've never seen before. The cursor before I draw the shape is even different with the cross hairs and then the shape with the fill color right next to the cursor.  When I draw the shape, there is a button on the left in properties to "expand the shape". When I click that, the normal shape border comes back.

 

Along the lines of fill color, my default fill and stroke color are somehow now blue and red. Any time I click the black and white reset button by the fill & stroke, it just turns my current selections red and blue instead of black and white. I have no idea how this happened or how to fix it. 

 

I've tried unintalling Illustrator and reinstalling it twice, both times selecting not to keep the preferences from before unistalling. Please help. There are no questions or answers like this on the discussion already.

Those arrows should only be there when you actually transform and then they should only appear at the cursor position.

 

The "Expand the shape" button is OK, you use it to turn a shape into a path.

 

Can you tell us more about your setup? Is it Mac or Windows, are you using special input devices?
