Delayed and glitchy object selection

I have been having this issue for a few months now where whenever I click on an object it gets selected a few seconds later (the delay varies evey time) sometime not even getting selected until i move the mouse curser around during which the object will suddenly snap to the curser even if i let go of the left click. 

the issue doesnt matter if the file is big or new with one object in it, but it happens more with bigger files.

Selecting all objects is a nightmare now and isolating clipping masks is near impossible without mutiple attempts at selecting the object properly. 

I recorded my screen but I dont think the video shows how the issue happens.
