How to deselect layers (not sublayers) in illustrator using keyboard shortcuts for create action?

That is an interesting task, no doubt.

But it has to be clarified. You would have to explain what exactly you are going to do, so one can see if it is possible with an action or alternatively by taking another route.

Now I'm creating actions with multiple tasks.

I would like to add new layer on top of all layers. Here what happened is, if one layer is selected by double click inside layer panel only, we were able to deselect that layer selection. If some layer selected, then while create a new layer that came over the selected layer. But if no more layers selected, we were able to add new layer on top of all layer. For that I need shortcut key to deselect layers selected.

And like Photoshop why can't we have option to move layers up and down in illustrator. For sublayers we have arrange option.

In action we we had option to set selection by attribute notes for objects, but why can't be the layer selection not available. By if that option was available, then we were able to select particular layer easily.
