Does Illustrator have architechural rules and ability to scale measurements?

Does Illustrator have architectural rules and the ability to scale measurements? To lay out wood or structural plans, we use an architectural scale (ruler) which breaks down an inch (English Unit) to 12 parts representing 12inches to a foot. On the same ruler, to draw a large object to fit on a paper plan (like a deck), the ruler has the option of breaking down an inch into halves, quarters, eighths, etc., each of which has 12 marks representing inches. It would be impossible to draw a 12-foot deck on a piece of copy paper, but if we use an architectural half-inch equals a foot scale, 12 feet will fit. 

Okay, you may not get that, but all I want to know is if I can lay out a 12-foot deck in Illustrator, using inch and foot measurements.

When I draw to scale, I use the CADtools plugin from Hot Door. It has a lot of engineering and architectural scales built in, plus you can define your own custom scales. Its dimensioning tools are second to none.

@rgbnites short answer. Yes, Illustrator can be used for architectural drawings and has the ability to scale measurements. Illustrator handles scaling in a straightforward way by allowing you to define a drawing scale within the program.
