Drag to select while scrolling don't working

I remember I was always able to click and drag to select multiple items, and use the mouse wheel to quickly scroll down the page to select more. This allowed my selection box (the dotted outline) to expand as far as I needed it to. But now when I try to scroll while selecting, I move my selection box instead of expanding it.
