dragging and moving objects in illustrator is not smooth when using black selection tool

When I drag and move objects using black selection tool, object doesn't follow movement of arrow. It stays in place and then jumps over to position of arrow after short delay. It makes it impossible to accurately position objects. The white selection arrow tool is working fine. I am using a newish M1 ship mac with latest operating system. And this is a new installation of illustrator.

    Thanks Monika, I thought I had answered that question.

    I'm using a new Mac with an M1 Chip (manufactured in 2022).

    It is running Sonoma 14.1.1

    Not sure additional specificity is needed but it is a Mac Mini
