Easy way to do this swirl

With the Pencil Tool, I drew two swirlies.

Then did Blend Steps.

Next I expanded Blend Steps and did a Clipping Mask on bathing suit.

In addition to what Doug said, you can start by creating the first swirl with the Spiral Tool, then rotate (effect) copies of it.

Depending on version you could also use Repeat.

Based on what you've told us (and not told us), the easiest and quickest way would be to use Effect>Distort and Transform>Transform on a single stroke.
