Editable files in pdf are missing after saving in illustrator 2023 or higher

We have a customer that requires a editable pdf for some header information.  Our current way of creating this pdf, was to open the pdf with the form fields in illustrator add the artwork, save the pdf out of illustrator and then reopen the pdf in acrobat to fill out the form.  We could do this with illustrator 2022.  Now with 2023 and higher this is no longer possible. The forms are removed and cannont be filled out.  Is there a way to make this work again, or a different method I can try?

Yes, we have this same dilemna. Can we please have the option to "Keep changes, reducing Illustrator editing capabilities" back in place?

You can only use the old version for that.

Yes the old version (2022) worked perfectly.  Was wondering if the newer versions could do the same.

No, it can't. 

You could check out if there is already a bug report on https://illustrator.uservoice.com and if not, post one.
