I sometimes upload the outline design expanded. Sometimes I leave the editable stroke. Is there any problem with uploading it with the editable stroke?

Are you uploading the design as a piece of stock art for other people to use? The decision whether to leave a line stroke live or expand depends on how the artwork will be used.

If the design will be printed it doesn't matter if the line stroke is live or expanded. However, the line stroke's setting needs to be adjusted so its width will scale if the artwork is resized bigger or smaller.

If the design might be run through a vinyl cutter, a routing table or anything else that cuts graphics out of material then the line stroke must be expanded. Additionally, any overlaps in the expanded stroke would need to be cleaned up with the Unite Pathfinder. Any blades or tool bits are going to cut wherever a path is present. Expanded lettering from variable fonts often need the same kinds of clean up steps.
