Embed Images not working

When using the "Embed Images" option on a Link in Adobe Illustrator, the option is visible and can be clicked, but nothing happens.

The Mac is a MacBook Pro Apple M2 Max, running MacOS Sequoia 15.2

We have tried to rebuild the Mac and reinstall Illustrator.

Illustrator version 28.7.1

This works on other devices. There is no error message or anything it simply just does nothing.

Can you please show screenshots of the selected image + the Links panel before and after

After clicking Embed:

There is no dialog to confirm it failed/success. It does highlight blue (Embed Image(s)) Button.

It just remains exactly the same...

Same for other Illustrator files, and other links.

Is there a reason you are not using the latest version of Illustrator?
