Envelope distort – Make with mesh

I haven’t used Make with Mesh in a while, but I have need to now. When I tried to use it yesterday, I can make the mesh, but the selection tools simply move the entire piece of text. Make with warp and make with top object both work. Expanding the text and replacing the mesh makes no difference. After reading a response to this problem in this forum, I reset all preferences and restarted the program. Nothing changed. I’m using version 28.5.
