Envelope distort not stretching text properly

So I'm trying to use Envelop distort using the top image but it isn't stretching the text fully to the top shape. I have converted the text to outlines and it still doesn't work. It just stretches the text a little bit and not to the shape. What am I doing wrong?

That result is reasonable.

Illustrator uses the bounding box and because of the h the bounding box is large. So what you need to do is adjust the envelope until the text looks like you want it to look.
