Does any body know what is the license of EPS extension format file, that we can export Eps format file in other app, outside the Adobe App ?

You can WRITE EPS freely and edit existing PostScript files so long as you do not change copyrighted headers. You must read the EPS source code for copyright status.

EPS is a publicly described format, you need to start with an understanding of the PostScript programming language and the discuss rules of EPS. However, if you want Illustrator format Postscript this is different and not well described. You will struggle to find experts in a format that has been obsolete so many years.
