error 190 24.0/23.1 no luck

anyone can help me?
Installing AI thru cloud
problem occured:
*ver 24.0 not compatible even im on 1903 build. I've installed this before used but had some issues. Reinstalled. - no luck
*ver 23.1 issuing 190 error even im compatible and checking "set-up" and others etc., they were already running on compatiblity win 8 - still no luck.
*it started when installing cad tools not detecting 2020 version.

I don't know why illustrator tries to mess with me.
