Error custom shortcut Key Reflect tool error Adobe Illustrator

If you make the 'reflect tool' a shortcut it functions as a 'rotate tool' when selecting an object, it does not flip the selected object, could you guys please fix this error.

 

This error occurs in Adobe Illustrator

Did you change the default shortcut; O?

Do you hold down the Shift to reflect the object?

No, I did not change the O shortcut. 

No, I do not hold shift to reflect the object, because I made the shortcut into a single key which is F

I am not sure I understand.

F is the shortcut to change screen mode.

O is the default for Reflect and works with the Shift key.
