Export PDF from Illustrator with all Artboards as JPEGs, half size

Question

I want to save a PDF file from Adobe Illustrator in such a way that all pages (artboards) are automatically converted to JPEG images, and the size of all artboards is reduced to half. This will prevent the client from using the file for large-scale printing and ensure they cannot make any edits. The file should look like a PDF, but all pages should behave like JPEG images.
Please note that "NO Watermark" appare in the PDF file.

You could apply the effect "Rasterize" to a main layer and move all layers into it as sub layers.

Then instead of reducing the scale (which would require a script when exporting), just reduce the resolution.
