Export PDF with layers off

I am trying to export a pdf with certain layers turned off. However, when I save it as a different pdf with the layers turned off, it works in acrobat, but when I put it into Illustrator it goes back to the original pdf. How do I export it with certain layers turned off into illustrator.?
