Exporting Files from Illustrator Not Keeping the Same Image Size?

When I Export my Illustrator file to a JPG it changes size. If the artborad and art is 6.5 inches wide the JPG will be 6.513 inches wide. Why does the file swell slightly?

    And to add to this, the position needs to fit to the underlying pixelgrid.

    The artboard and the position on the artboard needs whole number X/Y coordinates, measured from the upper left corner.

      There always need to be whole pixels in it and if the size and resolution cause this, then your image might get larger.
