Exporting to PSD changes dimension size

My Illustrator file is set up as 1080 pixel x 1560 pixel. When I export the file to a PSD, it changes the dimensions to 4500 pixel x 6500 pixel.

This is for a client that I've been working with for years and I'm saving the files the exact same way I always have. They've recently been complaining that the PSDs are too big all of sudden. There must be a setting or something that I'm missing here.

If they need 300 ppi, and you need to export correctly from Illustrator, you need them to tell you what the physical dimensions will be, not the pixel dimensions.

We can extrapolate from the pixel size and resolution: 1080 x 1560 @ 300 ppi is 3.6 x 5.2 inches. Make a document that size in inches in Illustrator. Make your image. Export to PSD, making sure 'Use Artboards' is checked. Set the resolution to 300 ppi. You should end up with what you need.

If you want to keep pixel dimensions, export at 72 ppi

I've tried that, but the client needs it as 300 ppi.

Open the image in Photoshop and change the resolution setting without resampling the image.
