File New Is only working with legacy option

Now I have Adobe Illustrator And I can Only create new files with legacy mode
I wonder if there is a soulotion for this

This is stuck like this for more than 10 mins

Is your firewall aggressively blocking stuff?

Yes And Yeah
I have Internet And I checked if it is blocked or not
I mean Is there a file that may fix this problem, I can make files btw by selecting the legacy but I want the normal one
