First time installing illustrator - toolbar options are not working except for the effects button

I have installed Illustrator for the first time. However, I have issues with the toolbar options (File, Edit, Object, Type, etc). Nothing happens except for "effect" when I click on it; it's the only one that brings down the dropdown menu.

I have uninstalled and reinstalled a few times

cleared my preferences

restarted my PC

I am running Illustrator 28.0 on window 11

Right-clicking and long pressing does not work either

My toolbar menu on Photoshop works fine.

Restarted into safe mode, and the options bar was working. I turned off my startup apps and logged into standard Windows, and the options menu was still working. I slowly turned back on all my startup apps, and the options bar still works!

go to windows >workspace>make sure u has checked essential classics and then >reset essentials
