Hello, I am new to al is it possible to set the tool bars as they are in flexi ? i am familiar with flexi layout.

You can create your own tool bars and arrange your workspace as you like in illustrator. https://creativepro.com/create-a-custom-toolbar-in-illustrator/

I doubt if you will get a one to one match because features are different.
Using and saving workspaces can be a quick way to have a specific tool and panel layout.

If you adapt to mimic another software it will make it more difficult to learn illustrator, and it will be harder for you to follow tutorials to learn the software.
