Flickering Cursor Adobe Illustrator CC

I installed Illustrator CC on my laptop (Acer, Intel Core i5, Windows 10.0), however, I cannot get the illustrator to work. Is there an adobe helpline that I can call?

    There's a big difference between Illustrator not working and having a flickering cursor.

    What monitor card do you have, and have you updated to the latest driver, especailly since you are on Win 10. Have you tried CTRL E to toggle out of GPU preview.
