Hello everyone.  I need help recreating ths text, please.  Would be greatly appreciated. 

I am using Times New Roman for font, but have no knowledge on how to make the "dots" betweeen the E and the LECT for example - e.lec'tri.fy   Anyone with suggestions, please?

As I replied in your other topic, they're bullet characters. You can find them in the glyphs panel.

If the font has these characters, then you can use them via the Glyphs panel.
