Hello i have seen lot of tutorial on fury hair but they work on stroke. how to apply them on fill 

or

can apply fur to random shapes

A shape can also have a stroke in illustrator. The style of drawing will determine what method and parameters to use, knowing more specifically what your image looks like and what you are trying to achieve will help to give a better answer.
